Governance and Official Standing

SGBC operates under a clear governance structure designed to ensure institutional credibility, operational independence, and alignment with its official mandate. The Council is positioned within the formal framework for bilateral business councils in Syria, giving it recognized institutional standing. This standing enables SGBC to serve as a credible interlocutor with government authorities, regulatory bodies, and institutional counterparts in both Syria and Germany. The governance structure ensures that the Council operates with the discipline and transparency expected of an institution with an official mandate.

Leadership Nomination

The leadership of SGBC is determined through a structured nomination process that ensures representation, competence, and institutional credibility. Candidates for the Administrative Board and executive positions are nominated based on their standing in the business community, their track record in bilateral economic engagement, and their ability to advance the Council's mandate. The nomination process is designed to be transparent, merit-based, and aligned with the Council's governance principles. Leadership appointments are confirmed by the Administrative Board and communicated to the membership and relevant institutional counterparts.

Administrative Board (Majlis Idara)

The Administrative Board (Majlis Idara) is the principal governing body of SGBC. It is composed of senior business figures and institutional representatives from both Syria and Germany, selected for their expertise, reputation, and commitment to bilateral economic cooperation. The Board oversees the strategic direction of the Council, approves operational plans and budgets, ensures financial integrity, and provides guidance to the executive leadership. Board meetings are conducted regularly, with formal minutes and resolutions documented and archived. The composition of the Board is designed to reflect the diversity of the Syria-Germany business ecosystem, including representation from key sectors, both national origins, and different organizational types (private companies, institutional bodies, and professional service providers).

Funding and Financial Integrity

SGBC is funded through membership fees, event revenues, and service fees. The Council does not accept funding that could compromise its independence, objectivity, or institutional credibility. Financial management is governed by strict principles of transparency, accountability, and compliance. All financial activities are subject to regular auditing and reporting to the Administrative Board. The Council maintains separate accounts for operational and program activities, and publishes annual financial summaries for its membership.
